Guidance on Accountability Framework and Outcome Agreements

In October 2004 the Scottish Government published guidance on local authority-wide Antisocial Behaviour strategies (ASB strategies) required under the Antisocial Behaviour Etc (Scotland) Act 2004.

In that guidance we said that we would publish further guidance on:

  • The accountability framework that would be used to monitor and evaluate both the national strategy for tackling antisocial behaviour and the individual strategies prepared and delivered at local authority level;
  • The Outcome Agreement (ASB OA) that the Government would use to link Government funding to tackle ASB to the achievement of outcomes in local authority-level ASB strategies; and
  • The form, content, frequency and publication of progress reports on the implementation of ASB strategies and ASB OAs, as required under the Act.

The guidance below covers the first two issues. We will be issuing further guidance shortly on progress reports. 

You should note that some of the core indicators which relate to the Scottish Household Survey have been changed slightly since the initial publication of the guidance on Accountability Framework and Outcome Agreeement to allow the Government to collect a larger sample of data. 

The new indicators are being collected in the 2005/6 questionnaire. Data on these new indicators at the local authority level will not be available until August 2007. 

In the meantime, the existing indicators based on 2003/4 data should be used.  Tables showing this information for all local authorities will be available from the SHS website Autumn 2005.

The guidance has been produced in close collaboration with the Convention of Scottish Local Authorities (COSLA), the Association of Chief Police Officers in Scotland (ACPOS), Scottish Children's Reporter Administration (SCRA), the Society of Local Authority Chief Executives and Senior Managers (SOLACE) and the Scottish Federation of Housing Associations (SFHA).

Outcome Agreement Workshops

In April 2005, the Scottish Government held three Outcome Agreement Workshops in Aberdeen (26 April), Edinburgh (27 April) and Glasgow (28 April).

Core Antisocial Behaviour Indicators

Local authorities and their Community Planning Partners are required to produce outcome agreements for 2005-8 which sets out clear and realistic outcomes, milestones and targets. 

We would expect local authorities to use some of the core basket of antisocial behaviour indicators outlined in the accountability framework  to measure success towards outcomes.

Scottish Household Survey

This provides data for 2003-2004. Data from the 2003-2004 survey was published on 4 August 2005. This provides enough cases for analysis at the local authority level.
